Since the very beginning of its activities, Hamgaman Development Holding of Sistan and Baluchestan has never viewed economic development as separate from the social, cultural, and human development of the region. Today, as the largest private-sector economic group in southeastern Iran, with more than eight thousand local shareholders and several active subsidiaries in industry, mining, transportation, and trade, the holding considers itself committed to four main stakeholder groups: shareholders, employees, managers, and the local community of Sistan and Baluchestan Province. From the establishment of Zabol Cement Industries Company and the launch of the province’s first one-million-ton cement plant, to investment in the largest steel complex in southeastern Iran, our approach has always been to create real and sustainable value chains in a region that, despite its vast potential, has benefited less from private-sector investment.
